Cafe 4 is themed to the Baxter Building and serves pizza by the slice or the pie, pasta, meatball subs and salads from a counter, with a large indoor dining room upstairs. The food is unremarkable chain-quality pizza and the room is the point.
Marvel Super Hero Island has almost no shade, no other indoor space and two of the park's most physically demanding rides. Cafe 4 is where the members of your group who are not riding Hulk should be waiting, and where you should eat if the alternative is a bench in the sun.
Whole pies are the value play here. A family of four buying four individual meals will spend considerably more than the same four people buying one pie and a couple of drinks.
Average pizza in the most valuable air-conditioned room on the least comfortable island in the park. Buy the whole pie and take the upstairs seats.

Our take: Ordinary and useful. Buying the whole pie for a group is meaningfully cheaper than four slices, and the upstairs room is the only air conditioning on that plaza.
The pizza is ordinary chain-standard and the pasta is worse. What makes it worth using is the large air-conditioned dining room on an island with no shade at all, and the whole-pie pricing, which is genuinely good value for a group.
Yes - cheese pizza, a vegetable pie, salads and pasta options are all available. It is one of the easier counters in the park for a vegetarian to order from without a conversation.
