What it is
Minion Cafe opened with Minion Land in 2023 and is the biggest quick-service in the front half of the park. It is themed as a restaurant staffed by Minions and the interior detail is well above what a counter-service room usually gets, with a separate bakery counter and a lot of visual gags in the kitchen.
The menu is broad American counter food — sandwiches, burgers, chicken, salads, bowls — plus a dessert counter that is the more interesting half of the operation. It rotates more than the park's older locations, so check the boards rather than planning a specific dish in advance.
The real argument for eating here is capacity. It has substantially more indoor seating than the queue suggests, it sits at the front of the park where the alternatives are thin, and it absorbs lunch demand that would otherwise pile into Diagon Alley or Springfield.

For the seating and the air conditioning, yes. It is the largest indoor quick-service at the front of the park and it absorbs the lunch crowd that would otherwise queue in Diagon Alley. The food is standard counter fare; the room is the reason to come.
Does Minion Cafe take mobile orders?
Yes, and it is the right way to use it. Order in the app while you are walking over, then collect and find a table in the back rooms, which are usually much emptier than the entrance area suggests.
